Founder & CEO

Jeff has spent his career leading new market structure and regulatory initiatives in financial technology as a business executive, regulator and attorney. 

As the CFTC’s first FinTech Advisor and Founding Director of LabCFTC, Jeff was among the earliest financial market regulators leading initiatives on cryptoassets and blockchain technology. He led the CFTC's Division of Clearing and Risk where he spearheaded the negotiations resulting in “Clearinghouse Equivalence” with the European Commission. 

Jeff’s work on new market infrastructure has included the SwapClear service for clearing interest rate swaps through US intermediaries, the award-winning SMART margin simulator and LiquidityHub. His prior work included leading the rebuilding of Cantor Fitzgerald’s market data business after the events of September 11.

Jeff started his career as a business lawyer at Cravath, Swaine & Moore in New York. He holds a BA from Yale University and a JD from Stanford University.

 Steve is an experienced technology leader with a strong background in capital markets technology and building technology organizations. He ran electronic trading technology for Goldman Sachs and Credit Suisse and also managed quantitative trading for Morgan Stanley’s rates desk. Steve has been the CTO for three successful startups: Trading Technologies, eMac Digital, RediPLUS. Prior to this, Steve built HFT trading systems for clients in his own firm. 2015 brought him nearer to crypto, distributed apps, and blockchain technology. Steve holds a Masters Degree in Electrical Engineering and a Bachelor’s degree in Biomedical Engineering
